It's first attack is Electribonus, which lets you discard a lighting energy and draw 2 cards. Helpful if you're in a tight situation!
It's second attack is Poltergeist which makes your opponent reveal his or her hand and does 20x the number of trainer cards. Your opponent should have at least one trainer card is his or her hand.
It's has one retreat cost, 60 hp and weak against fighting. Also this Rotom looks like it's in one of those haunted house from x and y.
